What Changes for CBD Oil on November 12, 2026?
Congress narrowed the definition of hemp inside the FY2026 agriculture appropriations law, Public Law 119-37. Two things move at once and both of them land on your packaging.
The test changes from delta-9 THC alone to total THC, which now includes THCA and any cannabinoid that Health and Human Services designates as having a similar effect. The threshold for intermediate hemp material stays at 0.3 percent on a dry weight basis after decarboxylation.
The second change is the one that matters for a finished bottle. A final hemp product may carry no more than 0.4 milligrams of total THC per container. A product above that line reverts to being regulated as a Schedule I controlled substance under the Controlled Substances Act.
Why Does the Bottle Size Now Matter So Much?
It matters because the limit is written per container rather than per milliliter. Your same oil at the same concentration passes in a small bottle and can fail in a large one because total milligrams scale with volume.

Neither supplier says whether the height includes the dropper cap so we don't trust it. We measure the filled bottle with the dropper fitted and build your box from that instead.
What Else Has to Appear on a CBD Oil Carton?
The carton is your labeled surface because a 30 ml bottle runs out of room once the dropper label goes on. Four elements belong on that carton before any artwork gets placed on it. You need the statement of identity, the net contents, the ingredient list and your place of business.
Add the batch or lot number as well so a certificate of analysis ties to the bottle in the buyer's hand. We lay all of those panels out on the dieline before the design goes anywhere near it.
