What Changes for Every CBD Box on November 12, 2026?
Congress narrowed the federal definition of hemp inside Public Law 119-37 and the change takes effect on November 12, 2026. The test for intermediate hemp material moves from delta-9 THC alone to total THC including THCA at 0.3 percent on a dry weight basis. The test for a finished product is new and it’s the one that lands on packaging.
A finished hemp product may carry no more than 0.4 milligrams of total THC per container. A product over that line is regulated as a Schedule I controlled substance under the Controlled Substances Act. The word container is doing all the work in that sentence and it turns three packaging decisions into compliance decisions.

What Belongs on a CBD Carton and What Doesn’t?
The Food and Drug Administration said on January 26, 2023 that it doesn’t intend to allow CBD in dietary supplements or conventional foods. That position rules out a Supplement Facts panel on a CBD carton and it rules out supplement style claims on the front.
What does belong is the statement of identity and the net contents and the full ingredient list and your name and place of business. A batch or lot number belongs on the carton as well so a certificate of analysis ties to the unit in the buyer’s hand. We lay those panels on the dieline before any brand artwork goes down and we ask you to run the wording past counsel before the proof.
Which CBD Products Need Child Resistant Packaging?
Any product sold in a licensed cannabis market does and a growing number of hemp products follow the same standard by choice. The claim never belongs to a printed carton and we won’t sell it that way. It belongs to a mechanism tested under 16 CFR 1700.20 with 50 children aged 42 to 51 months and 100 adults aged 50 to 70.
California separates single use from lifetime child resistance and the split is worth knowing. Flower and pre rolls and cartridges need a package that resists a child until the first opening. Edibles and orally consumed tinctures need a package that stays child resistant through the life of the product. We build the carton around the certified component in either case and the certificate travels with that component rather than with our board.
