Not through the Postal Service in most cases, and the reason is the wording rather than the substance itself. The rule that took effect on October 21, 2021 defines a covered device as one that delivers nicotine or flavor or any other substance through an aerosolized solution. A cannabis pen delivers a substance through an aerosol so the Postal Service treats it like a nicotine device.
The private carriers moved earlier than the mail did and went further. FedEx stopped carrying vapor products on March 1, 2021 and UPS stopped on April 5, 2021. The UPS policy covers vaping products regardless of what's in them. That leaves licensed business to business shipments with age verified delivery and specialist carriers and pallets. Every one of those rides a corrugated shipper so we quote the retail carton and the shipper together.
Does a Weed Pen Box Need to Be Child Resistant?
In a licensed cannabis market it does, and the carton alone is never the answer. California lists vape cartridges among the products that need single use child resistant packaging. That kind of package only has to resist a child until the first opening. A disposable pen sells the same way as a cartridge in vape cartridge packaging boxes. We build to that standard and ask you to confirm it with your state.

What Changes for Hemp Derived Pens on November 12, 2026?
A pen sold in a licensed cannabis store answers to state law. A hemp derived pen sold outside that system answers to the federal definition of hemp instead. That definition narrows on November 12, 2026 under Public Law 119-37. From that day a finished hemp product may carry no more than 0.4 milligrams of total THC per container and total THC includes THCA rather than delta-9 alone.
The limit is per container rather than per milliliter so a 1 ml pen and a 0.5 ml pen with the same oil give different totals. A hemp brand needs to check each pen size on its own before the carton is printed. We ask which market a pen sells into before we place any panel.
