When Does a Hair Oil Claim Turn Into a Drug Claim?
FDA decides the category from intended use rather than from the formula. Section 201(i) of the Federal Food, Drug and Cosmetic Act defines a cosmetic as an article applied to the body. The purpose has to be cleansing or beautifying or promoting attractiveness or altering the appearance.
A drug is defined in section 201(g)(1) as an article intended to affect the structure or any function of the body. FDA lists claims that a product will restore hair growth among its examples of statements that make a product a drug.
Two bottles holding the very same oil can therefore land in two different regulatory categories. The whole difference sits in one sentence on the front panel.

What Else Has to Appear on a Hair Oil Carton?
The carton is the labeled surface, because a 30 ml bottle has very little room once the dropper label goes on. Four elements are required on it before any artwork goes down. You need the statement of identity, the net contents in the bottom 30 percent of the front panel, the ingredient list and your place of business.
Since December 2024 a domestic address or a phone number or a website also has to appear so consumers can report adverse events. We lay those panels out on the dieline first and place the artwork around them.
How Do You Size a Box Around a Dropper Bottle?
Dropper bottle packaging starts with the assembled unit rather than the fill volume. The two bottles we are asked for most are published at the figures in the table below.
Neither supplier states whether those heights include the dropper cap, so we never build a hair oil box from a catalog figure alone. Send us one filled bottle with the dropper fitted and we measure it here.

A hair oil box passes through a distributor and a salon before the customer opens it and every handoff rubs the surface. A dark matte carton shows that as shiny scuff marks, so we put an anti scuff film over deep colors.
